This paper made analysis according to the idea was backward, legal system was not perfect, personnel quality was low and other prob- lems of highway engineering cost management, elaborated the causes of these problems, and put forward specific effective management measures to highway engineering cost, in order to guide the practice.%针对目前公路工程造价管理观念落后，法律制度不健全，从业人员素质低等问题进行了分析，阐述了这些问题产生的原因，并提出了对公路工程造价进行有效管理的具体措施，以期指导实践。
