The current situation and measures in railway construction management of railway near the lines in operation are introduced.Some unacknowledged parts of current management system about how to operate are pointed out and practiced.The standard management method to ensure the running safety of the railway and reduce the influence of construction on normal transportation is proposed.Furthermore,the research results can provide reference for standardized construction of engineering near the operating lines.%介绍了当前铁路建设管理体制下临近营业线施工管理的现状和采取的措施,对一些现有规章制度没有明确规定如何进行管理的部分,进行了探索和实践,为确保铁路行车安全,减少运输干扰的目标提供了规范的管理方法,为进一步规范铁路建设中临近营业线施工管理提供了参考。
