The establishment of RMS parameter system has an effect on description and determination of its RMS requirements. From the actual demand,this paper analyzed the related concept of RMS parameter system, defined the concept of RMS parameter system, ascertained the main content of establishing RMS parameter system. On this basis, the establish procedure of RMS parameter system was given.
