YAN Xishan was an influential figure in modern China. During his 38-year rule in Shanxi, especially in his governance of Shanxi village in the early period of the Republic of China,obvious effects were achieved,and Shanxi thus became a "model" province. In village governance in Shanxi,a large number of local laws and regulations were made by the Shanxi authorities,so as to get effective norms of village governance. The formulation and implementation of these regulations were achieved under the guidance of YAN Xishan's legal thought, among which the thought of"village autonomy","intel-ligence is the foundation of the rule of law","no litigation", and so on played an important role in the governance practice carried out in Shanxi village in the early time of the Republic of China.%阎锡山是近代中国一位颇有影响的人物. 在统治山西的38年间,特别是民国初期进行的山西村治实践,取得了明显效果,山西也由此成为全国的"模范省". 在山西的村治实践中,山西当局制定了大量的地方性法规,为实行村治进行了有效的规范,而这些法规的制定与实施离不开阎锡山法律思想的指导. 其中"以村为本""情治为法治之本""无讼"等法律思想在民初山西村治的法律实践中起过重要的作用.
