我国高等教育大众化政策具有特殊的制定背景和内涵体系。这一政策为高等教育的发展注入了强大的推动力,促进了高等教育的规模发展、结构调整与体系完善。但作为一项公共政策,在决策机制、政策目标、政策体系等方面仍存在诸多问题。科学运用公共政策的理论与方法,合理借鉴国际高等教育大众化的发展经验,是完善和优化高等教育大众化政策的重要途径。%As a public policy,the popularization of China＇s higher education was made in a special context and has its special connotation.It promotes higher education in scale,restructuring and systematic development.But there still exist some problems with regard to its decision-making mechanism,systematicness,and targets.An important way to perfect the policy would be to adopt theory and methodology of public administration and draw upon international experience in this regard.
