This paper proposes a new intelligent simulator ,such as the Sun simulator and the Earth simulator and so on . And test system of small satellite attitude and orbit control system based on this intelligent simulator was proposed .One char-acteristic of the system is that remote control and remote monitor of simulator could be realized .Another characteristic of the system is that it has functions of auto check and failure handling of simulator .The system also can take some measures ,for example cutting off power supply ,after failing.At last,the system become more safer than the preceding systems .%文章提出了新型智能太模、地模等模拟器，并以这种智能化模拟器作为基础构建了一种新型小卫星姿轨控测试系统。文章提出的系统一个特点是实现了模拟器的远程控制和远程状态监视，减少了所需的测试人数，降低了测试成本。系统的另一个突出特点是具有自主检测模拟器工作状态和处理模拟器故障功能，它能在模拟器出现故障时采取断电等措施，保障星上设备和地面设备的安全，提高了卫星测试的安全性。
