面对能源管理高要求低实效的困境,本文一方面梳理GB/T23331-2012中的关键概念,提出以能源绩效指标考核技术节能成效,以能源管理绩效指标考核管理节能成效的理念;另一方面结合丰富的企业实地调研经验,建立以信息流为核心的企业能源管理组织架构;同时确立了在新形势下,企业能源管理成果应当资产化,形成相应市场竞争力的研究视角.%Faced with the dilemma of high energy management requirement but low efficiency, this paper analyzes the fundamental concepts in GB/T23331-2012, and puts forward the standpoint that audits the technical energy-saving effect by energy performance indicators, and audits the management energy-saving effect by energy management performance indicators; on the other hand, with rich field research experience in enterprises, this paper builds organizational and management structure of energy management, which takes information flows as core value;meanwhile, emphasizes that the outcomes of enterprise's energy management should be capitalized as assets and form the corresponding market competitiveness under the new situation.
