Emergency exercise can improve the emergency response ability of organizations. Under the situation of no uniform standard on emergency exercise, according to the procedure of PDCA Cycle, a “Four Stages” power grid emergency exercise standard is proposed, which divides emergency exercise into planning stage, implementing stage, summary stage and action stage. An emergency exercise supply system is introduced, and the method and process of regular emergency exercise is uniformed, then the technical details of regular emergency exercise is refined, which has a great significance for the domestic organization in promoting the improvement of emergency exercise effect.%应急演练可以提高组织机构应对突发事件的能力。针对目前应急演练无统一规范的现状，参照PDCA循环法，提出了“四阶段”应急演练标准，将应急演练分为策划、实施、评估与总结、持续改进四个阶段，对应急演练实施的保障体系进行介绍，规范应急演练的实施方式及过程，细化应急演练技术细节，对于国内组织机构开展应急演练有积极的指导意义。
