This paper,combining the theory of industrial agglomeration ,from the characteristics of Hangzhou Hi-tech Zone, discussed the current situation and development process of high-tech zones ,analyzed the formation mechanism of high-tech zone industrial agglomeration ,and Established an analysis system of market mechanism ,government policies ,social and cul-tural effects in order to make some contributions to the establishment and development of post -industrial areas .%文中结合产业集聚理论，从杭州高新区自身特点出发，论述了高新区的发展现状及过程，重点分析了高新区产业集聚的形成机理。建立了市场机制、政府政策、社会文化效应3方面的分析体系，对后发地区高新区的建立以及产业发展具有一定的借鉴意义。
