This article is focused on the following five questions on developing students＇ English reading ability： What reading abilities are students required to develop at primary and middle schools？ What types of reading are adopted at school？ What kinds of reading models are commonly used？ What reading strategies should students have to improve their reading ability？ How can reading lesson planning be made eftective？ The aim of putting forward these questions for a discussion with teachers is to enhance our understanding of the nature of reading and reading ability, explore effective ways of reading and better the teaching of English reading at school.%阅读对于学生的英语学习具有至关重要的作用，同时，阅读能力也是语言技能的重要组成部分。本文讨论了关于培养中小学生英语阅读能力的五个问题：中小学生需要具备哪些阅读能力？在中小学阶段有哪些类型的阅读？通常可以使用哪几种阅读教学模式？中小学生需要掌握哪些阅读策略才能提高自己的阅读能力？教师怎样设计阅读课更有效？提出这些问题与广大一线教师共同探讨，希望以此提高对阅读实质和阅读能力的认识，并探索有效的阅读方法，改进中小学英语阅读教学。
