区县作为天津市科技进步的重要支撑，呈现出巨大的发展空间和创新潜力，为实现全市科技工作任务和落实规划目标做出了突出贡献。基于2014年度区县科技进步统计监测数据，力图通过对监测结果的梳理、分析和总结，深入研究天津市区县在科技投入、科技产出、高新技术产业化和科技促进经济发展方式转变等方面的优势、潜力和不足，准确反映区县科技进步状况，全面评价区县科技进步对经济和社会发展的带动作用，以期为政府各部门，尤其是各级科技管理部门提供数据支撑和政策参考。%Districts and counties have been greatly supporting the scientific and technological development progress capac-ity of Tianjin and have made a prominent contribution to the realization of the city’s overall science and technology work tasks and the implementation of the city’s planning targets. Based on statistical and monitoring data of scientific and techno-logical progress of districts and counties in the year 2014,this paper gives a summarization and analysis of the monitoring results,deeply studies advantages,disadvantages and potentials of the districts and counties in the aspects of science and technology input,science and technology output,industrialization of high technologies and promotion of economic devel-opment through science and technology and etc.,aiming to correctly reflect their scientific and technological progress status and comprehensively evaluate its role in economic and social development so as to offer data support and policy reference to government departments,especially science and technology administrations at various levels.
