地理空间信息数据库是应急指挥平台系统的空间载体，应急管理工作所涉及的信息95％以上与地理空间位置直接或间接相关。本文通过乌鲁木齐市应急指挥平台应用系统地理空间信息数据库项目建设，阐述了地理空间信息在应急管理工作中的重要性，分析了市级应急平台地理空间信息数据库建库内容，对项目研究过程中的电子地图分级制图表达、地图缓存和电子地图服务发布等关键技术进行了探讨。%Geospatial information database is space carrier of emergency command platform system ,more than 95%of information processed by emergency management is directly or indirectly related to the geographical space .Based on the database construction projects of geographic space information application system and on the platform of Urumqi city emergency command platform ,this papre explains the importance of geographic spatial information in emergency manage-ment,besides it analyzes the content of database construction of emergency platform of geographic spatial information at the municipal level,and also it discusses cartograp hichierarchy representation ,caching and service publication of elec-tronic map in the process of project research and some other key technologies .
