In order to accurately grasp the situation of land-use change,the county land administrative units at the end of each year to carry out the work of land change survey ,one of the important work is to extract the changed class di-agram of spot .This paper introduces a general change in plaque production process manual method and its efficiency and quality inadequacies ,A ARCGIS Desktop data editing tools ,using the “copy-cutting-Consolidated” operating method , greatly improve the working efficiency .%为了准确掌握土地利用变化情况，各县级土地行政管理单位于每年度末开展土地变更调查工作，其中一项重要的工作就是提取变化地类图斑。文中介绍了普通变化图斑生产过程中人工手动方法及其在效率和质量上的不足之处，提出了一种利用ArcGIS Desktop 数据编辑工具，采用“拷贝---切割---合并”的作业方法，极大地提高了工作效率。
