The one-sided pursuit of economic growth and achievements in the official career of political leaders result in moral decline, lack of faith and imbalaneed ecology in the process of rapid de- velopment. The presence of these problems poses serious impact on the harmonious development of urbanization. Therefore, the construction of Guangzhou-Foshan-Zhaoqing economic circle calls for a happiness-based ultimate goal in developing urbanization. Through constructing the happiness index and fostering happiness management skills, the scientific outlook on develop- ment is expected to be practiced. This is significant for the development of the Guangzhou- Foshan-Zhaoqing economic circle and the construction of a socialist harmonious society.
