At this stage the problems in the development of reverse logistics include inadequate laws and regulations, low level of technology, uncertainty of supply and demand and inadequate network, which seriously hindered the development of reverse logistics. Safeguard mechanisms including government, business and citizen participation, adequate laws and regulations, advanced technologies, and efficient incentive measures should be established to promote the healthy and orderly development of reverse logistics.
