Based on the interpretation of the international env-ironment and national policies, this article focuses on the ana-lysis of the development and construction phases of Guangzh-ou new city, concludes and summarizes the dynamic mechanis-m, industrial characteristics and spatial characteristics of indu-strial development, and combines with the regional specialties and urban characteristics to provide reference for Chinese new cities construction.%基于对国际环境、国家政策的解读，本文重点分析了广州城市发展及新城建设的阶段和特征，对新城发展的动力机制、产业特点和空间特征进行了归纳和总结。并结合区域特色和城市特点，为中国大城市新城建设提供了借鉴意义。
