This paper starting from the basic principles of en-gineering cost management, introduces the basic concepts of project cost management. And stand in the construction busin-ess perspective, from the construction project bidding, contract management, construction phase control, budget control and claim management it carries on the brief analysis and puts for-ward the corresponding improvement measures.%本文从工程造价管理的基本原理入手，介绍工程造价管理的基本概念。并站在施工企业的角度，从施工项目的投标报价、合同管理、施工阶段控制、预结算控制和索赔管理等方面进行了简要分析并提出相应改善措施。
