There are many stakeholders participating in the EPC project, among which the main stakeholders include energy-saving customers, ESCOs, financial institutions and relevant government departments, etc.. Each participant can obtain corresponding benefits to achieve a win-win goal. However, during the process of obtaining energy-saving benefits, all parties' income distribution is not perfect. So far, there is not a relatively fair distribution system for revenue. The actual operation of projects is mostly formed through contractual agreements and bargaining among various parties, so the interests of energy-saving service companies can not be guaranteed, and this win-win project model has not been universal and popular. In view of the above background, the main stakeholders of the EPC project are proposed, and a relatively fair revenue distribution model is designed for the main stakeholders so as to promote the establishment of sustainable cooperative relations among all parties.%参与合同能源管理项目的利益相关方有很多,其中主要的利益相关者包括节能客户、节能服务公司(ESCO)、金融机构和相关政府部门等,各参与方都能够从中获得相应的收益,达到一种多赢的目的.然而各方在获得节能收益的过程中,各方收益分配并不完善,到目前没有一套较为公平的收益分配系统;实际项目的运行,多为各方合同约定,讨价还价来形成的,导致节能服务公司的利益并不能得到保证,使得这种多赢的项目模式并没有得到普及化、大众化.针对以上背景,提出了EPC项目主要利益相关者,并针对主要利益相关者,设计了一套相对公平的收益分配模型,以此来促进各方的可持续性合作关系的建立.
