PPP模式下我国历史建筑经营与保护研究r——以广州骑楼为例

         

摘要

As a project financing model, PPP mode has been widely used in infrastructure construction projects. However, the application of this mode in the protection of historic buildings remains to be explored. Taking Guangzhou arcade as an example, this paper attempts to apply PPP mode to its protection and development, focusing on the capital sources and management methods of arcade protection and development in Guangzhou. It constructs a management system of the enterprises and government operation, government concession company operation, experts and nonprofit organizations participation in supervision. At the same time, through factor analysis, it puts forward reasonable suggestions for the improvement of arcade business in Guangzhou, sharing the interests and risks of all parties, finally realizing the protective development of historic buildings. Finally, this article further explores the problems of promoting the PPP mode to the protection of historic buildings in other areas, to promote the organic combination of PPP model and historic building management and protection.%PPP模式作为一种项目融资模式,目前已广泛应用于基础设施建设项目中,但该模式在历史建筑保护中的应用仍有待探索.本文以广州骑楼为例,尝试将PPP模式应用于其保护开发中,着重探讨广州骑楼保护与开发的资金来源和管理方式,构建企业和政府入股经营、政府特许企业经营、专家学者与非营利组织参与监督的经营体系,同时,通过因子分析,为广州骑楼经营改善提出合理的建议,让各方利益共享,风险共担,最终实现对历史建筑的保护性开发.最后,本文进一步探讨将PPP模式推广到其他地区历史建筑保护工作中的问题,推动PPP模式和历史建筑经营与保护有机相结合.
