非常规突发事件是指前兆不充分,具有明显的复杂性特征和潜在次生衍生危害,破坏性严重,采用常规管理方式难以有效处置的突发事件,其应急管理重点关注监测预警与应对指挥.无论是自然灾害、事故灾难、社会安全事件、公共卫生事件哪一类非常规突发事件发生,都将带来危害人民的生命、财产、政治的稳定等.为了更好地采取应急措施,我们需对应急资源做合理的预测、选择恰当的中央级救灾物资储备库以及优化事件发生中和发生后的应急资源调度情况.%The unconventional incident refers to the emergency whose precursor is not sufficient, with obvious complexity and potential secondary harm as well as serious damage, and which can not be well disposed by conventional management modes; the emergency management focuses on monitoring and early warning and the response to the command. Whether natural disasters, accident disasters, social security incidents, public health events or other kinds of unconventional emergencies, will all bring harm to people's lives, property, political stability and so on. In order to better take emergency measures, we need to make a reasonable prediction of emergency resources, select the appropriate Central Government reserves of rescue goods and materials, and optimize the emergency resource scheduling when the incident happened and after it.
