关于小城镇用地分类的思考

         

摘要

城市是一个不断发展、不断完善的综合体,在其不同的时期和发展阶段需要不同的规范来引导其规划和建设.小城镇,是介于城市与乡村之间的一种特殊形态,作为城乡联系的纽带,小城镇用地兼备城乡两种用地的特征,是小城镇社会发展的基础.通俗的来说,小城镇就是具备乡村部分特色的城市.在新型镇化的大力推进以及城乡一体化的背景下,2007版的《镇规划标准》对指导现阶段的小城镇规划就显得有些捉襟见肘,如何完善镇用地分类标准,成为时代发展的需求之一.通过对建设用地分类的历程回顾,以及对GBJ137-90、GB50188-2007、GB50137-2011的综合比对,发现2007版的《镇规划标准》存在无法满足现今小城镇的需求、用地的发展存在较大的局限性等问题,提出在2007版的基础上调整用地中类和增加用地小类的思考,综合响应政策与实施双层面的需求,对《镇规划标准》的用地分类进行更新与改进.%The city is an unceasingly developing and improving complex. In different time and development stages, different standards are needed to guide its planning and construction. Small town is a special form between city and country. As a link between city and country, small town land use has both the characteristic of urban and rural land use, and is the foundation of the social development of small towns. Simply speaking, the small town is a city with part of the characteristics of country. In the vigorously promotion of new urbanization and urban and rural integration, the 2007 version of the "Town Planning Standards" can't well guide the current stage of small town planning is somewhat. How to improve town land classification criteria has become one of the development needs of the times. Through the review of the classification of construction land and the comprehensive comparison of GBJ137-90, GB50188-2007 and GB50137-2011, it is found that the "Town Planning Standard" of 2007 can't meet the needs of the modern small towns, and the development of land use has great limitations. This paper proposes to adjust the land use category and increase the land use sub-class on the basis of the 2007 version, and to update and improve the land classification of the "Town Planning Standard" by integrating the response policy and the implementation of the double-layer demand.
