To actively cope with the challenge of energy and the environment, promote the transformation and upgrading of traditional industry, lift the growth of high-tech increment, the popularization and application in new energy vehicles were promoted in Changsha city. Due to the poor fiscal subsidy pattern, shortage of core technology, weak product price competitiveness, the relative lag of supporting facilities construction, as well as the impact from the self optimization of traditional automobile industry, the promotion of the applications of new energy vehicles in Changsha city did not achieve the desired effect. To improve this situation, it's useful to consider the following suggestions: attach importance to enterprise cooperation, innovative marketing mode, adjust the policy stimulus ports, improve the efficiency of the finance and tax subsidies, accelerate the core technology breakthrough, strengthening the exemplary role of three typical kinds of cars, improve the post-sale service of new energy vehicles, and narrow the cost gap between tradtional and new energy vehicles.%为积极应对能源与环境的挑战、推动传统汽车产业转型升级、提升高科技经济增速增量，长沙市积极推进新能源汽车的推广应用。由于存在财税补贴模式欠佳、核心技术短缺、产品价格竞争力不强、配套设施建设相对滞后，以及传统汽车产业自我优化对新能源汽车的冲击等问题，长沙市新能源汽车的推广应用情况并未达到预期效果。要改善这种状况，可考虑以下政策建议：重视政企合作，创新销售模式、调整政策刺激端口，提高财税补贴效益、加速核心技术突破、加强三公用车示范作用、完善新能源售后服务、缩小新旧能源汽车费用差距。
