In recent years, with the rapid development of higher education, more and more state funding of scientific research funds has been allocated, but the management and the use of scientific research funding lacks of standardization. Especially in the budget management, there are a series of problems such as unscientific budget preparation, the lack of seriousness of budget execution, insufficient budget control, the lack of benefit evaluation in budget execution. Aiming at the problems of budget management, this paper puts forward that we should introduce scientific research management information system, realize budget template and fine management, strengthen budget management, and improve the efficiency of fund use.%这几年高校教育快速发展，国家对科研经费的拨款越来越多，但高校对科研经费的管理、使用不规范，特别是预算管理中存在预算编制不科学、预算执行缺乏严肃性、预算控制力度不足、预算执行缺乏效益性评估等一系列问题。本文针对预算管理的问题，提出应引入科研管理信息系统，实现预算模板化、精细化管理，加强经费预算管理，提高资金使用效率。
