PPP模式在基础设施项目中已经得到广泛的应用,充分的风险识别和合理风险分担是PPP项目成功的关键.在综合运用文献综述、头脑风暴和问卷调查的基础上,充分识别基础设施PPP项目的22个风险因素;并通过德尔斐法进行风险分担,对四项分担歧义风险进行专家意见征询,最终通过进一步风险细分确定风险承担主体.%PPP model has been widely used in infrastructure projects,and the key to the success of the PPP project is the full risk identification and reasonable risk sharing.Based on the comprehensive use of literature review,brainstorming and the questionnaire survey,fully identify 22 risk factors of infrastructure PPP projects;through Delphi method to take the risk sharing,take a expert consultation on the four ambiguity risk and finally through further risk segmentation determine risk subject.
