Shapley value has been widely used in the distribution of PPP project benefits, but resource investment, risk sharing and other aspects are equal weight participation in the distribution of benefits, thus exposing its limitations. In this paper, AHP and DEMATEL are used to transform Shapley value. The AHP method is used to obtain the weight value of each factor. The DEMATEL method is used to calculate the degree of mutual influence between the factors, and the weighting of the two methods is used to determine the comprehensive influence. On this basis, the comprehensive correction factor of income distribution is introduced to transform the Shapley value. An improved model of inter-regional cooperation strategy benefit distribution is established, and verified through empirical research.%Shapley值在PPP项目利益分配方面得到了广泛的应用,但是资源投入、风险分担等方面是等权重参与利益分配,从而暴露了它的局限性.本文利用AHP和DEMATEL相结合的方法改造Shapley值.其中AHP方法用于获取各因素的权重值,DEMATEL方法用于计算各因素之间的互相影响程度,两者加权确定综合影响度,在此基础上引入收益分配的综合修正因子,对Shapley值法进行改造,建立区间合作对策利益分配的改进模型,并通过实证研究进行验证.
