我国"十三五"规划中明确指出将以解决区域性问题作为未来五年的发展重点问题.区域产业结构问题作为区域性问题的一个部分,同时也是区域经济发展方式转变问题的一个重要侧面.本文通过静态偏离-份额分析法,对福建省9个市级行政区域在过去十年中区域产业结构变化进行研究.根据9个区域存在的产业结构问题,并从区域产业基础、竞争力和优势产业发展及弱势产业保护等方面提出相应的政策建议.%China's "Thirteenth Five-year" plan clearly pointed out that the regional issues will be resolved as the next five years of development priorities. Regional industrial structure is considered as a part of regional issues, but also as an important aspect in the regional economic development mode. In this paper, the static deviation-share analysis method is used to study the regional industrial structure changes in nine municipal administrative regions in Fujian Province over the past decade. According to the existence of nine regional industrial structure problems, the corresponding policy recommendations are proposed from the aspects of the regional industrial base, competitiveness and the development of competitive industries and the protection of vulnerable industries.
