Although the impact of this stage on the total cost of the project is only about 15%, the construction stage is the main stage of the used of project construction funds, and also the most obvious stage of the interests game of the participants in the construction. How to use the construction funds more scientifically in the construction phase and how to control the actual cost in the quota standard is the main research topic of this paper.
