"十二五"期间,宝鸡市按照"控制增量、削减存量"的原则,以深挖工业企业点源治理和加快推进污水处理厂建设为重点,实施了一批燃煤电厂脱硫脱硝、锅炉污染治理、水泥脱硝、工业废水深度治理和污水处理厂建设等项目.由于工业企业主要污染物治理设施已基本实施完成,化学需氧量、氨氮、二氧化硫、氮氧化物减排指标在工业点源治理上几乎无潜力可挖.本文对宝鸡市"十二五"成效进行了总结,对污染减排目前情况进行了思考,着重分析了存在的问题,对下一步减排工作提出一些建议和对策.%During the 12th Five-Year Plan period, Baoji City, in accordance with the principle of "controlling increment and reducing stock", focused on deepening industrial enterprises point source control and speeding up construction of sewage treatment plants. A number of coal-fired power plants desulfurization and denitrification ,boiler pollution control, cement denitrification, in-depth treatment of industrial wastewater and sewage treatment plant construction projects were implemented. As the main pollutant control facilities of industrial enterprises have been basically completed, there is almost no potential for chemical oxygen demand, ammonia nitrogen, sulfur dioxide, nitrogen oxides emission reduction indicators in the industrial point source control. This paper summarizes the effectiveness of the 12th Five-Year Plan, and analyzes the current situation of pollution abatement. It focuses on the existing problems and puts forward some suggestions and countermeasures for the next step.
