十二五期间,青海扶贫工作取得阶段性进展,但因病返贫困、因灾返贫等现象屡见不鲜.同时,青海地处西北,自然条件、生存条件恶劣,加之贫困人口综合素质较低,经济来源单一等因素,连片贫困地区仍大面积存在.本文将立足青海当前扶贫现状,结合青海实际,就新常态下在青海地区如何精准挟贫提出具有建设意义的思路及对策.%During the 12th Five-Year Plan period,poverty alleviation work in Qinghai has made progress,but it is not uncommon for poverty caused by illness and disaster.At the same time,Qinghai is located in the northwest of China,due to poor natural conditions and living conditions,poor overall quality of the poor people and single source of income,contiguous areas still exist in large areas.Based on the current situation of poverty alleviation in Qinghai,combined with the reality of Qinghai,this paper puts forward the ideas and countermeasures for precision poverty alleviation in Qinghai Province under the new normal.
