This paper comprehensivly analyzes and researches the lightning over-voltage lightning resisting level, tower grounding of the transmission line, it mainly discusses the larger resistance of tower grounding and the higher loop resistance and puts forward the measures to solve the problem.%本文对输电线路雷电过电压、耐雷水平、杆塔接地等进行了综合分析和研究，其中重点讨论了杆塔接地电阻偏大以及回路电阻偏高的问题，并提出了解决该问题的措施。
