This paper starts from the meaning of the new urbanization construction to analyze the successful experience of the construction of foreign small towns. It analyzes the comparative advantages of small towns comparedd with the large and medium-sized cities and towns in space layout, resource conservation integrity and promotion of "Sanhua" coordinated development. The strategies of improving the quality construction of small towns are put forward from government, the market mechanism, the residential environment construction.%文章从新型城镇化建设的意义入手，通过分析国外小城镇建设的成功经验，从比较优势的视角分析了小城镇相对于大中城镇在空间布局、资源保存完整性以及促进“三化”协调发展方面所具有的比较优势，从政府、市场机制、人居环境建设等方面提出了提升小城镇质量建设的策略。
