A good investment environment for the promotion of the city's rapid economic development is essential. So far, studies on the evaluation index system of investment environment of the city have accumulated a large number of results. However, most of the previous urban investment environment researches are based on the prospective of the government, few of investors. Based on the results of previous studies, from risk, cost and revenue, this paper uses AHP evaluation system to build the city's investment environment evaluation indicator system for empirical analysis of investment environment in Zigong City, in order to find the main factors that influence investment decisions, and proposes reasonable proposals and countermeasures to improve the city's investment environment, to provide a reference for the city builders.%凭借良好的城市投资环境吸引外来投资者，以此引进资金促进城市经济发展已成为当前城市发展的新途径。基于此，从投资者关注的风险、成本及收益三个方面出发构建城市投资环境评价指标体系，对自贡市投资环境的实证分析，找出影响投资决策的主要因素，并提出改善城市投资环境的合理化建议及对策供城市建设者参考。
