在建筑工程施工评标过程中，将报价低于工程成本作为重大偏差，但是判断投标人的报价是否低于工程成本非常困难，这也是我国采用工程量清单招标以来遇到的难题之一。本文通过收集类似工程已标价工程量清单的综合单价，建立与工程量清单相匹配的数据库，利用灰色预测模型预测分部分项工程成本。从而为准确判断投标人的报价是否低于成本价提供重要依据。%In the process of building engineering construction bidding evaluation, it is considered as major deviation when the quotation is lower than the project cost, but it is difficult to judge whether the quotation is lower than the project cost, which is also one of the difficulties China has met since adopting the bill of quantities tender. In this paper, through collecting the comprehensive unit price of the bill of quantities which have been priced of similar projects, the database matching the bill of quantities is set up, and the grey forecast model is used to predict the sub-engineering cost. It can provide important basis for accurately determining whether the bidders offer is lower than the project cost.
