EPC总承包模式下全过程造价控制研究

         

摘要

EPC总承包模式作为石油化工项目的新模式能够充分发挥设计的主导作用,实现设计和施工的紧密结合,其项目管理的主要任务是进度控制、费用控制、质量控制和HSE控制,以实施项目预定目标,较好实现建设单位对工程质量、缩短工程建设周期和降低工程投资的要求。全过程造价控制贯穿于项目建设全过程,其关键在于施工前的投资决策和设计阶段,而在做出投资决策后,关键在于设计。通过对石油化工项目管理的事前控制、事中控制及事后控制三个阶段研究,总结了加强工程建设全过程造价控制的方法,以合理确定与控制工程造价,达到保证工程质量、缩短工期、增加收益的目的,以期给国内石油化工项目总承包商开展全过程造价控制工作提供借鉴。%As a new mode of petrochemical project, EPC project management can give full play to the leading role of design and realize the close integration of design and construction. Its main task is progress control, cost control, quality control and HSE control to achieve the anticipated goal and help the owners to improve project quality, shorten construction period and reduce construction cost. The cost control of the whole process is throughout the entire process of construction projects. The key lies in the pre construction investment decision-making and design phase, whereas the investment decision is made, the key lies in designing. Based on the research of the three stages of beforehand control, intermediate control and afterwards control of the cost management of petrochemical, the methods to enhance the cost control of the whole process of the engineering construction were summarized. The engineering cost was identified and controlled in a reasonable way and ensured the purpose for the construction quality, the reduction of the construction period and the addition of economic benefits. Finally, references are provided to the general contactor of the domestic petrochemical project to carry out the work of the whole process cost control.
