In the process of construction project management, engineering change is inevitable, but it doesn't occur randomly. Engineering change needs scientific evaluation. This paper constructs an engineering change evaluation index system formed by 5 first level indicators and 12 second level indexes. The engineering change proposal calculation method is established based on value engineering. The evaluation model is applied to the engineering change practice, and the evaluation results are reasonably analyzed. The application of the engineering change model shows that the model is practical and operational, and has referential significance for engineering change management.%在建设项目管理过程中，工程变更不可避免，但是也不是随意地发生，工程变更需要进行科学的评价。本文构建了由5个一级指标、12个二级指标形成的工程变更方案评价指标体系，基于价值工程建立了工程变更方案评价计算方法，将评价模型应用于项目工程变更实例，对评价结果进行了合理性分析。工程变更方案评价模型应用表明，模型实用，可操作性强，对工程变更管理有较好的借鉴意义。
