本文在考虑到政府补贴和存在外部社会监督的情况下，探讨工程供应链中推行环境成本内部化后，工程供应链主要利益主体的行为决策的相互关系。在业主方的环境成本监控信息和总承包方的环境成本预控水平未知的情况下，综合利用博弈论和最优控制理论求得业主方的环境成本控制策略。同时构建了业主方的罚款函数并给出最适合的罚款额度。通过算例给出了总承包方的环境预控水平和业主方的环境监督策略关系，并进行仿真计算。为今后工程供应链中实施环境成本内部化以及业主方制定内部管理制度提供指导。%By taking government subsidy and outside option into consideration, this paper discusses relationship between the owner and general constructor after carrying out environmental cost internalization of construction supply chain. In the case that the owner's environment supervision information and the general contractor's are hidden, the game theory and the optimal control theory are brought to find strategy of environment game and establish the penalty function and the most suitable fine line. The pre-control levels of general contractor and the environment supervision policy of the owner are given out by an example and simulation calculations are conducted. Results show that it is helpful to carry out environmental cost internalization of supply chain and it can guide the owner to develop internal management system.
