Oil depot is a typical energy carrier. In the event of unforeseen incidents, such as fire and explosion, the consequences could be disastrous. In this paper, the basic theory of the set pair analysis (SPA) is described and a evaluation index system for the oil depot safety is set up based on the SPA. The result of oil depot fire risk assessment are given with and without considering the condition of the system index weights.The result shows that the set pair analysis can guarantee the objectivity of the evaluation result.%储油库是典型的能量载体，一旦发生火灾爆炸等突发事故，后果不堪设想。本文简单介绍了集对分析的基本理论，建立了基于集对分析法的油库火灾危险评价指标体系。得到了在不考虑系统指标权重与考虑系统指标权重条件下储油库火灾危险性评价结果。结果表明，集对分析法能够较好的保证评价结果的客观性。
