本文针对我国当前灌区防洪建设体系的现状和困境，提出了加强组织领导、科学编制防洪规划、多渠道筹措资金、实行“防”、“治”结合等措施，力求实现灌区农业经济良性发展和改善生态环境的总体目标。%This paper analyzes the present situation and problems of China's current flood control system construction in irrigation district, and proposes countermeasures of strengthening organizational leadership, setting scientific flood control planning, multi-channel financing, implementation of the "prevention" and "governance", aims to achieve the overall goal of benign development agriculture irrigation area and ecological environment.
