通过对1999-2010年12年间中国与日本的废弃物贸易数据等的分析，发现中国是日本废弃物出口的最大对象国，也是美国废弃物出口的高增长市场。通过理论和现实层面的分析，得出中国废弃物处理的边际社会成本低、再生资源需求大、日本出口废弃物获益高等因素是日本等发达国家向中国出口废弃物的主要动因的结论。鉴于中国已经成为废弃物进口大国，面临巨大环境风险的实际情况，提出了中国加强进口废弃物全产业链与环境管理的对策建议。%Through analyzing the trade data between China and Japan from 1999 to 2010, this paper finds that China is the largest recipient of Japan's exports of waste, is also a high growth market for U.S. waste exports, through theoretical and practical level analysis, obtain results that the low marginal social cost of China's waste disposal, large demand for renewable resources, high benefit of Japan's waste exports and other factors are the main drivers Japan and other developed countries to export waste to China. Given that China has become a major importer of waste and facing enormous environmental risks, this paper proposes suggestions that China should strengthen the whole industry chain of imported waste and environmental management.
