This paper focuses on solving the problems of constructing technological innovation talent strategy to consist with Tangshan City's economic and social development and solving the problem of lacking talents with scientific and technological innovation ability so as to let it exert the core strategy of the biggest innovative ability, to propose some suggestion for constructing scientific and technological innovation talents strategy.%本文着眼于构建符合唐山市经济社会发展需要的科技创新人才型战略这一重要问题，应该围绕如何解决当前唐山市科技创新型人才短缺，充分让其发挥最大创新能力这一核心战略目标，对今后如何构建适合唐山市的科技创新型人才战略提出了合理化建议。
