The communication network construction and management level are the important links in the process of realizing informatization in China. With the increasingly fierce of market competition, whether the communication enterprises can get more users and win a better reputation relate closely to the daily maintenance work. Only firstly ensure the high quality, efficient operation and maintenance, can the communication network provide fast, safe and reliable service to the users. The operation and maintenance of communication network aims to reduce the fault through the maintenance of the equipment, and make the network become a coordinated operation and a system which provides the high-quality service through continuous optimization of network and its facilities. This paper analyzes the construction, operation and maintenance of the communication network.%通信网络建设与管理水平是我国信息化实现过程中的重要环节，随着市场竞争的日趋激烈，通信企业要争得更多用户、赢得更好信誉，与我们日常维护工作的好坏是紧密相关的。通信网络要向用户提供迅速、安全、可靠的电信服务，必须以优质高效的运行维护为保证。通信网络的运行维护，就是要通过对设备的维护，使故障出现最少，使故障的影响最小，通过对网络及其设施的不断优化，使网络成为一个协调运行和提供优质服务的系统，本文对通信网络的建设和运行维护进行分析研究。
