Folk art is a kind of art forms which takes root in people's daily work and life and has typical national and local features. Great changes have taken place in traditional rural economy in the process of Chinese modernization. On the one hand, a large amount of traditional artworks are on the verge of extinction and some kinds of traditional art forms have separated from the mainstream of the art; on the other hand, part of traditional art are developing rapidly and artworks are put in larges-scale production in the market economy. The industrial development of folk art is a system engineering involving wide ranges, In order to ensure its sustainable development, we must build security system to provide policy and other supports to the implementation of the industrial development program from the external environment, so as to make rational and efficient development and utilization of folk arts. This paper puts forward sustainable development concept as a guide,proposes sustainable development security system of Shandong folk art through policy support, market operations, human resources, industrial development, etc, in order to provide theoretical guidance for the Industrial Development of Shandong folk arts.%民间艺术是一种根植于民间生产生活，具有强烈的民族与地域色彩的原发性艺术形态。随着现代化社会进程的推进，作为民间艺术生存基础的传统乡村和经济发生了巨大的变化：一方面，大量的民间艺术成为“遗产”并被边缘化；另一方面，部分民间艺术在市场经济中迅速走上产业化之路。民间艺术产业开发是一项涉及面十分广泛的系统工程，为保证其可持续发展，必须构建保障体系，从外部环境上给产业开发的实施方案提供政策等方面的支持，使民间艺术得以合理有效的开发利用。本文提出了以可持续发展观为指导，通过政策扶持、市场运作、人力资源等方面构建可持续发展的山东民间艺术产业开发保障体系，以期为山东民间艺术产业开发提供理论指导。
