This paper introduces the analytic hierarchy process and fuzzy comprehensive evaluation to the risk evaluation shallow-buried excavation subway tunnel across the river construction, and establishes the corresponding evaluation index system by analyzing the risk factors. It calculates the index weight by the analytic hierarchy process, evaluates the object of study by fuzzy comprehensive evaluation, and explains how to take the risk evaluation by using the analytic hierarchy process and fuzzy comprehensive evaluation combined with the specific engineering examples.%本文将层次分析和模糊综合评判法引入到浅埋暗挖地铁隧道下穿河流施工风险的评价中，通过对其风险因素分析，建立了相应的评价指标体系。用层次分析法计算指标权重，用模糊综合评判法对研究对象进行评价，并结合具体的工程实例来说明如何运用层次模糊综合评判法进行风险评价。
