Taking practical school-runing of Hubei Land Resources Vocational College as an example,this paper elaborates the main practice of creating civilized unit under the perspective of the scientific concept of development: To perfect leadership system and create mechanism; strengthen grass-roots organization and learning party organization construction; develop excel activities; adhere to the construction of democracy and law; improve the ideological and moral qualities of teachers and students; set up and foster advanced model; strengthen the construction of incorrupt government and combat corruption; build civilized unit and create comprehensive service system; actively carry out mass sports activities.%本文以湖北国土资源职业学院的实践办学为例,阐述了科学发展观视角下文明单位创建的主要做法:完善领导体制和创建机制；加强基层组织和学习型党组织建设；大力开展创先争优活动；坚持民主法制建设；提高师生思想道德素质；树立和培育先进典型；加强党风廉政建设和反腐倡廉工作；构建文明单位创建综合服务体系;积极开展群众性文体活动.
