社会物流总费用居高不下，物流行业面临高成本运行环境下的产业升级压力。然而现有的产业政策体系尚未充分考虑高成本运行环境，且缺乏全国统一的指导物流产业发展的战略政策和相关制度。应当通过政府制度创新，完善现代物流产业发展的相关制度与管理体制；制定物流产业发展的统一政策；通过政府购买社会服务，发挥行业协会的作用等路径促进现代物流业持续发展。%The high total cost of logistics brings pressure of industrial upgrading for the logistics industry. The existing industrial policy system is not yet fully considering the high cost of operating environment, and lacks of a unified national guidance of strategy and related systems on logistics industry development. We should innovate system to improve the related system and management system of modern logistic industry development, formulate the unified policy of logistic industry development, and promote the sustainable development of modern logistic industry by the way that the authority purchases social services and plays the role of industry associations.
