Government pays more and more attention to the development of small micro-enterprise. There are relevant policies on financing for small micro-enterprise. For larger, and more long-term of development, except relying on policy, small micro-enterprise needs improve the management which has hindered the further development of small micro-enterprise. To achieve stronger competiveness and larger development, we must change the existing ideas and construct comprehensive finance management system, which can make small micro enterprises get out of the trouble. This article analyzes how to construct comprehensive finance management system of small micro-enterprise and puts forward the corresponding solutions.% 小微企业的发展越来越受到政府的关注，对于小微企业的融资难问题政府也出台了相关的政策，但是小微企业要有更大、更长远的发展，除了向政策要效益外，还有一个不能忽视的问题，那就是向管理要效益，大多的小微企业的管理模式和理念已经阻碍了小微企业的进一步发展，要具有更强的竞争力和更远的发展空间，须从更新现有观念入手，构建全面财务管理体系的思想能让小微企业走出管理瓶颈，本文对如何构建全面小微企业全面财务管理体系进行了分析，提出了相应的解决途径。
