Reasonable and effective transfer of "Amphibious" labor is important for the economic development, the mission field urbanization, national unity, harmony and social development, consolidating frontier defense, safeguarding national unity of Xinjiang Production and Construction Corps. In this paper, the significance and problems of the Corps "amphibious" labor in each Corps reasonable transfer and the countermeasures were discussed.% “两栖”劳动力合理有效转移对新疆生产建设兵团（以下简称兵团）经济发展、团场城镇化建设、民族团结、和谐社会发展、巩固边防、维护祖国统一等发挥着十分重要的作用。本文针对兵团“两栖”劳动力在各农牧团场有效合理转移意义、存在问题以及建议对策进行了初步探讨。
