本文从公路超限超载运输的原因出发，发现目前还存在治理成本高而效益低、检测设备不完善、律法不健全且执法人员执法不严等问题。针对交通运输的实际状况，提出了完善治理工作制机制、追究发货人连带责任、完善信息化监测网络等措施，促进该项治理及时、适时地转入长效治理阶段。% Starting from the reason of highway and overrun overload transportation, the article finds the problem that at present high management cost and low benefit exist, detection equipment is imperfect, the law is not sound, and law enforcement officers don't enforce the law strictly. According to the actual condition of the transportation, the article puts forward some measuers for perfecting governance system mechanism, investigating the joint liability of the consigner, perfecting information monitoring network, promots the management into long-term governance stage in a timely manner and promptly.
