固原市位于宁夏南部山区，近年来，努力实践“两个转变”的工作思路，防汛抗旱为全市经济社会快速发展提供了有力保障。通过总结工作所取得的成绩，分析存在的问题，提出了继续坚持大力推进防汛抗旱“两个转变”、加强防洪抗旱工程建设、加强应急管理能力建设、加大依法防洪和工程管理力度等建议。%Guyuan city is located in mountainous area of southern Ningxia. In recent years, we take efforts to practice the working train of thought of "two changes". Flood control and drought relief provides a powerful guarantee for the city's economic and social rapid development. By summing up work achievements, and analyzing the existing problems, the paper proposed to continue to adhere to vigorously promote the"two transformation"of flood control and drought relief, to strengthen the construction of flood control and drought relief projects, strengthen emergency management capacity building, strengthen flood control and project management in accordance with the law.
