中央一号文件连续10年为“三农”文件，显示出中央对于“三农”问题的高度重视及对农民增收的持续关注。在新形势下，如何顺应市场需求和社会发展，如何破解“三农”难题，促进农民增收呢，通过多年研究，作者认为：优化农业结构、发展现代农业和农村旅游业、转移农村剩余劳动力、规范农村土地流转制度、改革城乡二元社会经济结构、推进科技兴农、加快农村小城镇建设、深化农产品流通体制改革等等是增加湖南武陵山区农民收入的重要举措。%The central document No.1 are about issues of agriculture for 10 consecutive years, which reflects the government attaches great importance to the issues of agriculture and the increase of farmers' income. In the new situation, how can we adapt to market demand and the development of the society, to solve the issues of agriculture, and to increase the farmer's income? The paper makes a study on it, and draws the conclusion that optimizing the agricultural structure, developing modern agriculture and rural tourism, transferring rural surplus labor force, regulating the transfer system of rural land, reforming the urban and rural social economic structure, promoting agriculture development through science and technology, accelerating the construction of small towns in rural areas, deepening the reform of circulation system of agricultural products and so on.
